Cape Town Water by-law Exemption, apply for exemption from private isolation valves and sub-metering.

Section 28(22) and (23) of the Water Amendment By-Law, 2018 was introduced during the severe drought in Cape Town to help monitor, measure and conserve water.

Part of the Cape Town Water by-law requires owners of properties with multiple residential, commercial and industrial units to install private isolation valves and meters for each unit.
Failure to install the required water meters and isolation valve would result in serious fines and potentially jail time.

However, owners of sectional title units can apply for exemption from this amended by-law!

An exemption will only be granted to owners of sectional title units where, the existing plumbing reticulation is that of a two, three or more tier system. 

 

This means that your complex has separate feeds to the premises, in a complex or sectional tile scheme.
For example, one supply to the ablution system, a separate hot water supply feeding low pressurised geysers and another separate feed for general water usage (such as kitchens and bathrooms). 

These types of setups are predominantly found in much older, high-rise buildings. Since these systems will require three or more meters the practicality and feasibility will not warrant the project and is deemed not possible to install the required water meters and isolating valves.

 

An exemption from these requirements will only be granted if you are able to provide sufficient motivation for the exemption, and your application has been verified and assessed by a CoCT water inspector.

In order to motivate your exclusion from the water by-law, the City of Cape Town requires a detailed technical report from a registered metering company describing the existing plumbing layout as well as the work required in order to comply with the By-law.
