Who does the Cape Town Water By-Law affect?
The amended by-laws impact everyone. Residential Homeowners, Sectional Title owners, Landlords, Property management services, and Property Developers are all required to adhere to the new Water By-Law.

What does the Cape Town Water By-Law require?
The new by-law amendments involve the following actions from these specific areas of property management and maintenance:
- Each unit in a Sectional Title scheme needs to have its own water meter! This includes all residential estates and apartment buildings.
Landlords, Managing Agents and Home Owners are responsible for the correct installation and monitoring of these meters. - New developments must install Water Conservation and Demand Management systems.
An alternative water supply system is also required by the Cape Town Water By-Law. - Landlords, Property Management services, Body Corporates and Home Owners can finally install Prepaid or Smart Water Meters.

When will the Water By-Law be implemented?
The Amended Water By-Law was first introduced in 2018. The By-Law was published in the Western Cape Government gazette towards the end of 2020.
The City of Cape Town is actively conducting audits around Cape Town and is inspecting the compliance of all buildings.
The City will shortly thereafter start issuing fines and penalties for non-compliance.
What are the Penalties for Non-Compliance?
The City of Cape Town has stated that non-compliance will result in fines and potentially jail time but has not yet formally announced the details of penalties for non-compliance.
