SANS 1529-1 applies to all water meters from 15mm up to and including 100mm and covers metrological characteristics and marking requirements. This is the core standard that governs standard and smart meters used in residential and commercial properties.
For prepaid meters specifically, prepaid water meters must be approved in terms of SANS 1529-9, which covers the scope and definition of prepayment measuring systems. This is an additional layer of compliance required for any meter that controls the delivery of water based on prepaid credit – a common setup in sectional title schemes and gated estates.
A meter that complies with international standards but not specifically with South African SANS requirements is not automatically acceptable. The South African National Standards under SANS 1529 differ from the OIML R49 recommendation, meaning it is not possible to accept international certificates of conformity without additional South African type approval compliance.
What Is NRCS Type Approval and How Do You Check It?
The National Regulator for Compulsory Specifications (NRCS) is the body that grants type approval to water meters in South Africa. Before a meter can legally be used for trade, it must be submitted for testing, reviewed against the relevant SANS standard, and issued a South African approval number (SA number).
According to the NRCS rules, only type-approved water meters that have been allocated a South African approval number are eligible for verification and use in trade.

The Standard Transfer Specification (STS) is an international open standard developed specifically for prepayment utility systems. In the context of water, STS certification ensures that a prepaid meter‘s token generation and credit transfer system is secure, standardised, and interoperable.
For body corporates and estates using prepaid water meters, STS certification is important for two reasons. First, it guarantees that the token system cannot be easily cloned or exploited, protecting both the property and individual residents. Second, it ensures that tokens purchased through an app or payment platform will work correctly with the installed meter – something that non-certified systems cannot reliably guarantee.
