The Challenge

The Roggebaai precinct consists of three separate residential blocks situated on a single erf and sharing a single municipal water supply. 

The precinct required a solution that would:

  • Allow individuals in each residential block to be billed monthly,
  • Improve visibility of consumption and detect un-accounted-for water,
  • Modernise aging water and sewage infrastructure.

What We Implemented

WUS was initially appointed to implement a precinct-wide metering solution. Following this, another of the residential blocks, Harbour Bridge, engaged WUS to install unit-level sub-metering to ensure accurate billing for all their units and common property points.

WUS also partnered with the precinct to assist with a range of water-related concerns, including:

  • Servicing and upgrading the existing sewage distribution system,
  • Detecting and repairing the ring-main reticulation,
  • Upgrading the isolation valve system for improved operational control. 

WUS entered into a five-year service level agreement to maintain smart metering and infrastructure.

The Solution

To address the precinct’s challenges, WUS implemented a comprehensive water management solution.

 

This included installing dedicated smart bulk check meters for each of the three residential blocks. 

 

We installed 144 smart sub-meters within Harbour Bridge to measure individual residential unit consumption and common property consumption points. 

 

Through continuous monitoring and consumption reconciliation, WUS detected two major leaks in the reticulation network. We notified the Homeowners Association immediately, performed rapid leak detection, and carried out emergency repairs to restore system integrity.

 

WUS also facilitated with servicing the sewage handling system pumps, and carried out an upgrade project to improve system reliability and reduce downtime. ​​ 

The Result

The Roggebaai precinct achieved significant operational improvements, including accurate monthly billing based on actual water use rather than floor area. The precinct was able to detect abnormal consumption early on through monthly reconciliations and smart real-time monitoring allowed for leak alerts, and consumption tracking. 

 

By providing a single point of contact for all water-related matters, we were able to improve response times and reduce administrative effort

Why This Matters to Property Managers and Body Corporates

This project delivers real value for the body corporate, improving asset management and long-term infrastructure reliability. This includes accurate, fair billing based on real consumption, with high-use units now paying for their own consumption, eliminating cross-subsidisation. 

 

Having a centralised support for all water-related issues and being able to identify leaks early reduces water losses and cost for the precinct, which also received validation of municipal billing to ensure correct City of Cape Town charges.
