Case Study
Liberty Grande Case Study
A body corporate approached Water Utility Solutions to address utility costs and ensure accurate billing.
The Challenge
Liberty Grande in Goodwood, Cape Town, is a large residential apartment block with 279 units. The body corporate faced ongoing challenges with utility cost recovery, particularly for water. Some tenants and owners were behind on their levies, resulting in inconsistent contributions toward shared utility costs.
This created a recurring financial shortfall, putting pressure on the body corporate’s cash flow and making it difficult to allocate and recover water costs fairly among all residents and tenants.
What We Implemented
To address the body corporate’s challenges, WUS implemented a comprehensive water management solution designed to ensure accurate billing, full cost recovery, and long-term sustainability.
This included installing a prepaid water meter at each residential unit to help accurately measure individual water consumption.

279 Prepaid Water Meters
279 Prepaid metering system with ongoing infrastructure SLA.

6 Year SLA
A 6-year service and support agreement.
The Result
The implementation of prepaid water metering led to immediate and measurable improvements. The body corporate is no longer exposed to water-related financial losses at the end of each month. Instead, it benefits from predictable cash flow, reduced administrative burden, and improved accountability among residents.
By successfully eliminating monthly under-recoveries related to water usage, Liberty Grande has significantly improved its financial stability and sustainability.
Why This Matters to Property Managers and Body Corporates
This project delivered tangible value for the several stakeholders.
For homeowners and tenants, it ensured accurate and fair billing based on actual individual water consumption. Residents gained transparency, with clear visibility of their water usage and the tariffs applied. This not only allows them to understand their bills better but also encourages responsible water usage, as each person only pays for what they consume.
For the body corporate, the project enabled full cost recovery, ensuring that all water consumed across the building was accounted for and paid for, eliminating financial shortfalls.
It also provided greater clarity and control over utility costs, streamlining financial management and reducing pressure on the body corporate’s cash flow.
